As the European armies surrendered one after the other to the Nazis due to their policies of appeasment,Churchill appealed to Roosevelt to send in American troops to Europe in the cause of liberty and progress.America continued to remain ambivalent and in fact aided Germany and only after the bombing of Pearl Harbour by the Japanese,that it sent in its troops to Europe.
