corruption by public servants in India

That the majority of public servants in India are corrupt is a well known fact. Lesser known aspect of public life in India is the rampant misuse of government machinery by public servants for personal use.According to the rules, a vehicle provided to a public servant is to be strictly used only for official purposes, but the fact is that it is the family members who routinely use the Government vehicle to save petrol! Misuse of telephones, electricity, official stationery, official premises, internet connection and security services is rampant. When Sir Vishveshvarya was Dewan of erstwhile Mysore, he used to study by candlelight at night, since the rules permitted use of electricity only till 7PM! Similarly when General Cariappa was COAS,he insisted on bearing the fuel expenses of the vehicle provided to him, when his family member had used the vehicle!
It is routine for ministers in India to carry along a retinue of journalists and bureaucrats at public expense on their foreign trips. Even when there is an economic crisis, the ministers travel abroad to the US and Europe to attend conferences on sustainable development, higher education reforms,FDI and other related matters. The leaders of political parties talk of 'zero-tolerance' for corruption while' making hay'themselves. The rot is so deep that even the sarpanch's at village level are siphoning of money meant for public works like education, public health, construction of roads etc.The so called MGNREGA is a 'paradise found' for most public servants. The politicians go abroad for routine medical check-up at public expense while extolling the virtues of the public health system in India!
MPs and MLAs are enjoying innumerable subsidies-free travel, conveyance, telephone, electricity, official accomodation, computers, food, stationery etc yet are the first to demand higher emoluments and quickly sanction them too! Valuable parliamentary time is wasted by useless disruptions and walk-outs.

God save India from public servants!
